The city hall NO LONGER accepts these documents for full city tax exempt !!
Full exempt can only be obtained by subscribing to the city hall register and providing ATTEST VAN WOONST once the procedure is completed!

📄 Arriving in Leuven and want to avoid the city tax? Here’s some important information about the required paperwork.

If you’re renting a studio in Leuven without registering your official residence (domicile) at the address, the city may charge a second residence tax. But depending on your situation, you may be eligible for an exemption — using one of two forms:


Annex 3 septies – For Students

🔹 Who is it for?
Students (EU & non-EU) who are temporarily living in Leuven to study, without taking domicile at the rental address.

🔹 Purpose:
To prove the address is temporary student housing, not a second home — so you can apply for an exemption from second residence tax.

🔹 To be completed by:

  • You (the student)
  • Your educational institution (e.g. KU Leuven)

🔹 Where to send it:
To the City of Leuven or the relevant local authority.

🔹 Important:
You must submit the form on time (usually before March 31 of the tax year).


🟠 Annex 33 – For Non-Students with Temporary Stays

🔹 Who is it for?
People who temporarily stay in a property but have their official residence elsewhere. This includes temporary workers, separated parents, or people with medical reasons.

🔹 Purpose:
To request a broader exemption from second residence tax for reasons other than student housing.

🔹 To be completed by:

  • The temporary resident
  • Sometimes also an employer or other confirming authority
